Extreme Ownership, End to End
Fragmented hybrid delivery is the enemy of COD. Separate solar EPCs, storage integrators, turbine brokers, and O&M startups create interface gaps that show up as change orders, curtailment fights, and missed availability. USP&E’s model is Extreme Ownership: one accountable organization for design, buy, build, commission, and operate — including hybrid thermal–solar–storage configurations.
Our 400+ engineers and project managers work from Shanghai, Dubai, Cape Town, Johannesburg, Cairo, Bamako, London, USP&E, and Knoxville. That footprint exists so local codes, logistics, and labor realities are handled by people who already operate in those environments — while global standards keep documentation and QA consistent.
Engineering
We start with load truth and resource truth: demand profiles, renewable resource assessment inputs you provide or we coordinate, storage use-cases, island vs grid-parallel operation, and fuel certainty for firming. Deliverables typically include plant single-lines, protection studies, hybrid EMS architecture, site layouts, civil packages, fuel P&IDs, and controls narratives. For FX-45 and other modular firming packages, engineering focuses on repeatable blocks so later phases reuse proven drawings.

Procurement
USP&E is brand-agnostic. We select solar, storage, and thermal OEMs for the project — not for a preferred logo. Thermal firming draws on 2000 MW+ of new and surplus gas turbines and reciprocating generators through owned positions, exclusive representation, and direct owner relationships. Procurement locks BOP long-leads (transformers, switchgear, fuel conditioning, hybrid controls) on the same critical path as generation.
Near-term firming pulls from live inventory (and optionally the gas turbine category). Growth phases can reserve FX-45 modular slots from 2028. Mixing inventory firming with FX-45 standardization is often the fastest path to a fully firmed hybrid.
Construction & Commissioning
Construction covers foundations and civil for solar, storage, and thermal areas; mechanical set; electrical termination; fuel tie-ins; fire protection interfaces; and SCADA/EMS. Commissioning follows a disciplined sequence across the hybrid: DC/AC checks, inverter and storage functional tests, thermal first fire, load acceptance, protection proving, and reliability runs under hybrid control modes. Speed with Excellence means we compress calendars without skipping hold points that protect equipment life and operator safety.

Operations & Maintenance
Hybrids only create value if they stay available and controllable. USP&E O&M ranges from full 24/7 staffing to maintenance support where the client operates day-to-day. Typical elements include preventive schedules across PV, storage, and thermal; predictive diagnostics; spare parts strategy; fuel switching drills; and monthly performance reporting.
